Instructions and structure for the call for proposals and preparation process

Purpose according to the foundation's statutes

The purpose of the foundation is to promote the cultural history area primarily in Norrbotten County and secondarily concerning Västerbotten County. The purpose is promoted primarily by providing financial contributions to primarily printing, secondarily publishing other types of scientific literature within the purpose. Scientific literature should be interpreted in a broad sense. Printing that can receive general funding may be granted a grant from the foundation in exceptional cases. The same applies to printing of the trustee's own writings.

Clarification of the purpose of prioritizing applications

What the application intends to support should apply to:

  • cultural history, that is, the publication of a study that has a clear historical perspective and that studies human cultural contexts, worlds of thought, material situations and cultural heritage.
  • primarily Norrbotten County and secondarily Västerbotten County. The application must primarily concern one of these areas, although other areas and geographical comparisons may be included.
  • printing, i.e. printing grants which can also be made through digital publishing or similar. Funds cannot be applied for to carry out projects, salaries or other costs that do not directly relate to printing.
  • scientific literature, i.e. the publication must concern research with correct, substantiated and clear presentation. In the "broad sense" this means that this includes local and rural history and that the applicant does not need to be affiliated with a university, museum or other scientific institution.
  • individual publication that cannot receive public funding. If there are special reasons, funds may exceptionally be given to publications that can also receive public funding.
  • The trustee, that is, the Royal Skyttean Society, may not normally be given funds for their regular publication.

Preparation group

The preparatory group will consist of one representative each from the Silver Museum, the Ájtte Mountain and Sami Museum, the Norrbotten Museum, the Skellefteå Museum and the Västerbotten Museum. Andreas Holmberg will also be included for as long as he wishes.

Announcement

Funds are announced once a year with the application deadline being March 1. The announcement is disseminated via the Skytteanska samfundet's website, its members and the museums that are part of the evaluation group.

Determination of funds

The size of the call is determined at the beginning of the year based on the return in the form of interest and dividends from the previous year. The foundation also allows up to 5 percent of the capital to be used. Distribution of funds from the capital should be done with some caution and if there are enough well-qualified applications available that correspond to the foundation's purpose.

Application

The application must consist of:

  • Project description, max. 800 words, stating what the publication is about, how it will be published and justifying how the publication meets the foundation's objectives. Title, table of contents and excerpt from the publication (max. 5 pages) are attached.
  • Publication schedule.
  • Budget for the publication. Indicate any other financiers and whether funds are being sought from other sources. Attach a quote from a publisher, printer or equivalent.
  • Information about the applicant: name, address, any affiliation and role regarding the publication (author, publisher, etc.).

If the application is not complete, the review panel may decide not to process the application.

The application is submitted via the Skytteanska Samfundet website: https://skytteanskasamfundet.se

Preparation process and schedule

The preparation will take place from 1 March to the beginning of April, i.e. 1,5 weeks before the Society's board meeting in mid-April (the date may vary depending on when Easter falls). The preparation work will consist of 1–2 online meetings, where the preparation group itself appoints a chair and secretary.

Opinion

The group's statement should be written briefly and concisely and based on the foundation's purpose for prioritizing incoming applications. The statement should state the following:

  • How many applications have been received and the names of the projects with the main applicant.
  • Selection and prioritization of applications that are proposed to be awarded funds within the specified budget framework, stating the amount and brief justification for each application. 1–2 reserves may be specified.
  • Very brief description of the preparation process and who was involved in the preparation.

Decision

The board of the Royal Skytteanska Samfundet decides based on the evaluation group's statement at the board meeting in April. The board can, based on its administrative role and based on financial considerations, adjust how many grants are awarded, but the priority should be based on the evaluation group's proposal as long as it does not clearly deviate from the foundation's purpose.

The society notifies decisions to those who receive grants.

Handling of conflicts of interest

In the work of the evaluation committee, a member who has a conflict of interest in relation to an application must report this. This means that the member cannot participate in discussing and prioritizing that application. When all applications are discussed together to determine how many will be awarded funds in total, the member can participate. In this discussion, one should try to stay at an overall principled level and avoid going into the content of the applications again.

When making decisions at a board meeting, the Skytteanska Samfundet's conflict of interest rules apply.

Disbursement of funds

Funds are only requested once the publication is complete. The applicant sends a copy of or a link to the publication to Skytteanska Samfundet (xxx), and provides information on where the funds received should be transferred.

Funds can be requested up to the end of the year following the decision.
